class="ez-toc-section-end">

On May 30, 2026, the Finance Ministry notified a full exemption on raw cotton imported under tariff heading 5201. Both the basic customs duty and the Agriculture Infrastructure and Development Cess (AIDC) were removed for imports between June 1 and October 31, 2026. The stated aim was to improve cotton availability for the domestic textile sector and bring down input costs, with small and mid-sized units named as the main beneficiaries.

Normally, raw cotton attracts a combined levy of about 11%, a structure that has been in place since February 2021. A few early news reports gave the end date as October 30; the official notification runs up to and including October 31.

This isn’t the first time

The government used the same tool last year. In August 2025, shortly before a 50% US tariff hit Indian textiles and garments, the duty was dropped from August 19 to September 30, then extended through December 31, 2025. Exporters in Tirupur, Surat and Noida were under heavy pressure at the time, and cheaper cotton was one of the few quick levers available. We covered how that period played out for shipments in our report on India’s apparel exports in June 2026.

Why an extension is being discussed

According to a government source quoted by Moneycontrol in September, an extension is likely, possibly at least until December, though no decision had been taken at that point. The textile industry has been asking for something more predictable than a stop-start duty regime, and it has support from an unexpected quarter: NITI Aayog recently recommended removing the cotton import duty altogether.

The think tank’s argument is about competitiveness. Bangladesh and Vietnam import most of their cotton and do not charge comparable duties on it, which gives their spinners and garment makers a cost edge over Indian units that pay more for the same fibre. With India now expected to stay cotton-deficit, industry voices say a duty designed for a surplus era no longer makes sense.

New-crop cotton starts reaching mandis in October. Photo: Lily Miller / Unsplash

The case against: farmers and full warehouses

The other side of the debate is the cotton farmer. October is when the new kharif crop starts arriving in mandis, and duty-free imports landing at the same time can push down the prices growers receive. That concern shaped earlier discussions this year, when some officials favoured a shorter zero-duty window or only a partial cut.

Stocks are also unusually high. The Cotton Association of India (CAI) estimates that opening stock for the 2026-27 season will reach a record 93.59 lakh bales, about 68% more than a year earlier, largely because imports for 2025-26 are expected to touch 62 lakh bales. CAI puts domestic consumption at 348 lakh bales. With that much fibre already in the system, the case for keeping the import door wide open is weaker than it was in June.

Did the waiver even make imported cotton cheaper?

Not by much. CAI data from late June showed Indian cotton priced only about 0.50 US cents per pound below imported cotton, roughly ₹400 per candy or a 0.63% gap. Once freight, insurance, port handling, inland transport, financing and currency swings are added, the duty saving largely disappears.

That means most mills are choosing between Indian and foreign cotton on quality, staple length and delivery reliability rather than on price alone. The waiver matters most for buyers who need specific long-staple varieties that India grows in small quantities.

Photo: Lalit Kumar / Unsplash

What this means for Surat traders and ethnic wear retailers

Surat is mainly a man-made fibre hub, so polyester and viscose prices move its market more than cotton does. Still, the cotton side of the business, including cotton sarees, kurtis, dress materials and blended fabrics, feels any change in yarn costs within a few weeks. If you’re new to the market, our Surat textile market wholesale guide explains how pricing flows from mill to wholesaler.

A few practical points for the next two months:

Don’t expect a sharp price swing either way. Because domestic and imported cotton are already close in price, an extension won’t make cotton fabrics noticeably cheaper, and a lapse shouldn’t cause a sudden spike, especially with record stocks.

Lock in wedding-season orders on current rates. If you’re stocking for November to February, confirm prices with suppliers now rather than waiting on a policy decision. Our wedding season stock guide for boutiques covers what sells best in that window.

Watch premium cotton lines. Fine-count cotton and linen-blend sarees rely more on imported long-staple fibre. These are the products most likely to see a cost change if the duty returns.
